EUROPEAN Union (EU) foreign ministers ended their meeting on Monday without reaching consensus on the 21st round of sanctions against Russia, as disagreements among member states blocked approval of the proposed measures.
EU High Representative for Foreign Affairs and Security Policy Kaja Kallas said after the meeting that discussions on the 21st sanctions package would continue. EU sanctions require unanimous approval from all 27 member states, and opposition from any one country prevents new measures from being adopted.
