JERLUN: Sebanyak 80 lokaliti di seluruh negara telah dipilih bagi projek rintis Fasa 1 Program Pembasmian Kemiskinan Tegar Keluarga Malaysia (BMTKM) melibatkan lebih 180,000 keluarga yang akan bermula penghujung bulan ini.
Menteri di Jabatan Perdana Menteri (Ekonomi), Datuk Seri Mustapa Mohamed berkata, daripada jumlah berkenaan, tiga lokaliti melibatkan negeri Perlis manakala tujuh lagi di negeri Kedah.
Tiga lokaliti di Perlis yang terlibat adalah Kampung Batu Bertangkup, Padang Besar; Kampung Syed Omar, Kangar dan Kampung Sg. Berembang, Arau.
Manakala di negeri Kedah pula, lokaliti yang disenaraikan ialah Kampung Betong dan Kampung Tanjung Belit di Sik; Kampung Charok Kapas dan Kampung Teluk Teduri di Baling; Kampung Kuala Jerlun, Kubang Pasu serta Kampung Tepi Laut di Kota Setar dan Kuala Muda.
Jelas beliau, strategi yang digunakan menerusi BMTKM adalah berbeza daripada pendekatan sedia ada dalam membasmi keluarga miskin tegar dan melibatkan kaedah 'whole-of-nation approach' secara holistik yang melibatkan golongan sasar yang dilaksanakan tanpa mengira bangsa, agama dan fahaman politik.
“BMTKM juga turut menggunakan kaedah dari bawah ke atas, melibatkan penyertaan akar umbi dan golongan sasar dalam merangka program, di mana penyelesaian kemiskinan adalah secara bersasar dan berbeza bagi setiap lokaliti mengikut keperluan di kawasan tersebut.
"Miskin bandar ini banyak melibatkan keusahawanan, kalau nelayan banyak perikanan, kalau kampung, pertanian, jadi itu tiga utama, kalau bandar banyak keusahawanan, online kena ada, kek ada, tukang gunting ada, itu kalau di bandar, kalau pertanian, tanaman sayur, kalau perikanan, tak rumit sangat, banyak berkaitan keusahawanan dan juga hal berkaiatan peralatan untuk tangkap ikan," kata Mustapa.
Beliau berkata demikian ketika ditemui media selepas taklimat BMTKM bagi lokaliti Kampung Kuala Jerlun di Pejabat Daerah Kecil Jerlun pada Khamis.
Dalam perkembangan sama, Mustapa memaklumkan, program ini merupakan pelengkap kepada program pembasmian kemiskinan sedia ada yang sedang dilaksanakan oleh pelbagai agensi pada ketika ini.
BMTKM turut menekankan aspek pemantauan yang berfokus melalui kerjasama dengan universiti awam dan pelantikan pegawai yang khusus di setiap negeri di mana bagi Kedah dan Perlis, Universiti Utara Malaysia (UUM) akan terlibat dalam memantau pelaksanaan program ini.
Sehubungan itu, beliau berkata, program-program yang dilaksanakan membuktikan Kerajaan Persekutuan sentiasa komited dalam usaha membasmi miskin tegar menjelang penghujung tahun 2025 selain merapatkan jurang serta menangani masalah ketidaksamaan pembangunan antara wilayah dan negeri yang masih wujud.
