Budget 2015: NUTP wants allocation for SISC, SIP programmes managed well

The National Union of the Teaching Profession (NUTP) wants the RM250 million allocation under Budget 2015 for the School Improvement Specialist Coaches (SISC) and School Improvement Partner (SIP) programmes to be channelled in a more focused manner to avoid wastage.
Its president Hashim Adnan said since the programmes were introduced, problems arose like appointing specialists who were mediocre and poor communicators.
"For example, experts in the English language subject, they themselves must pass the the English test set by the Ministry of Education.
"Complaints from teachers on such experts must be given attention to make improvements in appointing specialists. If not, they will become a burden to teachers if they cannot to their job properly," he said when asked for his reaction on the matter.
However, he commended the government for providing a RM56 billion allocation to the Ministry of Education, saying it was an investment for the long term.
Prime Minister Datuk Seri Mohd Najib Tun Razak when tabling Budget 2015 themed "People Economy" in the Dewan Rakyat today announced that a RM56 million allocation with be given to MoE for human capital development with the RM250 million to be set aside for the two improvement programmes.
Meanwhile, Parent-Teachers Associations Malaysia president Associate Prof Datuk Mohamad Ali Hasan said the RM1.2 billion allocation for the Vocational and Technical Transformation Programme (TEVT) was a good transformation move as it was in line with Malaysia's goal to be a developed nation by 2020.
Universiti Pendidikan Sultan Idris (UPIS) deputy vice-chancellor Datuk Junaidi Abu Bakar, meanwhile, said the RM3 billion provision for education sponsorship was needed to increase the pool of professionals in various fields.
He also welcomed the RM112 million allocation for the MyBrain15 Programme which aims to produce 60,000 PhD holders by 2020.
