CMCO at four red zones in Sabah and Selangor from October 9

KUALA LUMPUR:The government has agreed to enforce the Conditional Movement Control Order (CMCO) in Sandakan, Papar and Tuaran in Sabah and Klang, Selangor from October 9, 2020.

Senior Minister (Defence) Datuk Seri Ismail Sabri Yaakob said the four areas were newly classified as red zones in Sabah and Selangor as they had more than 40 COVID-19 positive cases.

“The implementation of CMCO is to curb the infection and transmission of COVID-19 in the districts as well as to enable targeted case tracking activities to be carried out over a period of 14 days.

“Movement in and out of the four CMCO areas is not allowed.

"Only Essential Services including factories and related chains in essential services are allowed," he said at a press conference via Facebook Live page on Wednesday.

Ismail Sabri added that the Ministry of International Trade and Industry (MITI) will list the types of essential services involved in the area.

Among the standard operating procedures (SOP)set are:

• Only 2 people from a house are allowed to leave home for the purpose of obtaining food supplies / household necessities.

• Non-Essential Service Business must be closed.

• Restaurants, eateries, grocery stores and convenience stores are allowed to operate from 6 am to 6 p.m.

• Food purchases only using the drive-through method, delivery and take-away only.

• Gas station operating hours from 6 am to 6 pm only.

• Daily market operations from 6 am to 2 pm only.

• Operations of night markets, guest markets, wholesale markets, and farmers markets are not permitted.

• The operating hours of government and private clinics and hospitals are allowed 24 hours.

• Pharmacies and drug stores operate from 6 am to 6 pm only.

• Vehicles carrying essential goods are allowed in and out with prior permission of PDRM.

• Taxi / e-hailing service (maximum 2 passengers) and food delivery are allowed to operate from 6 am to 8 pm only.

• Express bus and stage bus services are not allowed to operate.

• In emergency cases, it is permissible but need to submit an application for movement to the authorities.

• Working residents are not allowed to leave the area and cannot work during the CMCO period.

• Employers must comply with this order and allow employees to go on leave or work from home.

• Permission to work only for Essential Services with PDRM’s approval.

• Mosques, suraus, non-Muslim houses of worship, public and private institutions of higher learning, skills training institute, schools, kindergartens, nurseries, tahfiz centres, childcare centres are closed.

• All sports, recreation, social, and cultural activities are not allowed.

Ismail Sabri added that to ensure compliance with the order, PDRM, Malaysian Armed Forces (ATM), Malaysian Civil Defence Force (APM), Malaysian Volunteer Department (RELA), local authorities and authorized officers, will control the entire areas involved.

"All residents are asked to calm down and give full cooperation to the staff from the MOH and comply with all instructions of the authorities," he said.
