Developing future talent for dynamic labour market a focus in 12MP

KUALA LUMPUR: Developing future talent for a dynamic labour market is among the focus of the 12th Malaysia Plan (12MP) 2021-2025.

According to the 12MP document released by the Economic Planning Unit today, the government has outlined two priority areas including realigning the labour market for inclusive and sustainable growth and developing future-ready talent, to achieve these objectives.

"On realigning the labour market for inclusive and sustainable growth, two strategies will be implemented by promoting equitable compensation of employees and labour participation as well as strengthening the labour market support system," it said.

As for developing future-ready talent, it will involve five strategies namely raising the quality of education, strengthening governance, leveraging emerging technology, ensuring equitable learning outcomes and addressing overlap in technical and vocational education and training (TVET).

"The method of assessment will be reviewed, TVET programmes enhanced while industry collaboration and enculturation of lifelong learning strengthened. Initiatives to leverage emerging technology in education will focus on optimising the digital learning ecosystem and strengthening TVET through digital learning.

"A TVET database will be developed to enable big data analytics to support effective policy formulation and programme development and delivery, and at the same time will be a platform to harmonise, centralise and integrate all data pertaining to TVET pathways, jobs as well as job matching," it said.

During 11MP, Malaysia continued to record full employment, improved labour productivity and higher graduate employability with enrolment in schools, higher education institutions and TVET institutions also increased.

However, the unemployment rate increased and labour productivity declined in 2020 due to the Movement Control Order and economic contraction.
