IMAN Research calls for strengthening human security in 2025 Budget

KUALA LUMPUR: IMAN Research has identified key areas for enhancement within the Malaysian government's Third MADANI Budget 2025, with a focus on strengthening human security and community resilience.

The think tank also applauded the budget's commitment to economic growth, infrastructure, and national security but suggested additional efforts to ensure the well-being of all Malaysians.

“We believe that building on this solid foundation offers even greater potential to enhance human security and community resilience,” IMAN Research stated, highlighting areas where further focus could make the budget more impactful.

One key area IMAN Research recommends improving is mental health and psychosocial support and says that while the budget prioritises physical infrastructure and economic development, IMAN argues that enhancing mental health services is crucial, particularly for communities facing displacement, natural disasters, and economic stress.

"Addressing the mental health needs of communities, especially those affected by displacement, natural disasters, and socioeconomic stress, is crucial for building long-lasting resilience. A focus on mental well-being will ensure that communities remain stable and productive in the face of challenges," said the think-tank in a press release.

In addition, IMAN Research urged the government to strengthen measures protecting communities from violence and social conflict, including gender-based violence, domestic violence, and broader social tensions.

"The budget’s commitment to reducing economic disparities is a step toward a more equitable society. Strengthening it further by incorporating more measures to protect communities from violence—such as gender-based violence, domestic violence, and social conflicts—would ensure a more holistic approach to human security. Preventive initiatives and support systems for victims, alongside ongoing law enforcement reforms, would bolster community safety and harmony," the think tank emphasized.

Another area of concern is human trafficking and migrant security.

IMAN pointed out that Malaysia's national resilience is tied to the protection of vulnerable populations, including migrant workers and refugees. They called for greater measures to prevent human trafficking and ensure the safety and rights of these groups, framing it as both a moral obligation and a driver of national stability.

IMAN Research also underscored the need to expand the government’s efforts in climate resilience and disaster preparedness, particularly for rural and coastal communities. While applauding the government’s flood management and disaster response initiatives, the think tank recommended a broader focus on community-based disaster preparedness and sustainable development, which they argue would contribute to human security in the face of climate challenges.
