Parti Keadilan Rakyat (PKR) holds the view that there is no urgency for the PAS-led Kelantan government to implement hudud laws as this not part of the common policy framework (CPF) of the Pakatan Rakyat (PR), said PKR deputy president Mohamed Azmin Ali.
He said the CPF agreed to by PKR and its PR partners DAP and PAS encompassed economic matters, education and security and in fact PAS president Datuk Seri Abdul Hadi Awang himself had stated the same stand in 2010.
"Hadi once had made a public statement that implementation of hudud laws was not urgent. Nevertheless, this does not mean we (PKR) are rejecting hudud, it is just that is not part of our common policies.
"Economic, education and security policies which the pact (PR) agreed to must be tackled first for the wellbeing of the people. In fact, if these are given priority, I believe it (matter of hudud) can be resolved amicably," he told reporters here today.
Mohamed Azmin, however, said PKR still respected PAS' intention to implement hudud laws in Kelantan through the tabling of the Syarial Penal (Amendment) Enactment II, 1993 at the Kelantan State Assembly sitting tomorrow.
He said, as a Muslim, he did not reject hudud laws or any law stated in the Quran and had made this known to the PR partners.
As such, Mohamed Azmin, who is also Selangor Menteri Besar and MP for Gombak, reminded parties in PR to get the consent of its Leadership Council before deciding on something in future.
According to him, the tabling of the enactment bill on hudud was to make an amendment and not a new bill as it was passed in 1993, before PR came into existence.
"There are four matters up for amendment and we respect the decision of the Kelantan government which was made before 1993, but in future, any proposals must get the nod of the PR," he said.
On Friday, Kelantan Deputy Menteri Besar Datuk Mohd Amar Nik Abdullah said the state government would go ahead with the tabling of the amendments as these had been discussed with the state legal advisor.
He said PAS had no problems with this even though DAP Legal Bureau chairman Gobind Singh Deo had asked PAS to reconsider the move.
