The Urban Wellbeing, Housing and Local Government Ministry is implementing the local government (PBT) transformation plan, especially for the district councils to implement a delivery service through a new approach based on ideas, systems and procedures which are more dynamic.
Its minister, Datuk Abdul Rahman Dahlan, said the transformation plan, which was now in the final stage of fine-tuning, would emphasise good governance that placed importance on transparency in the policy-making process, planning and implementing of development programmes for the people at grassroots level.
"Through this plan, the public will get an opportunity to together contribute ideas and views in the process of making decision and implementing development projects in the local government areas.
"This PBT transformation plan is also expected to enhance the engagement of the people from NGOs, professionals, etc, to give their views on development plans introduced by the council," he told a media conference after opening the Taman Perwira Community Hall in Sikamat here today.
Also present was Menteri Besar Datuk Seri Mohamad Hasan.
On workers' issue, Abdul Rahman said it was time for the PBT to have its own service commission to appoint, promote and manage the transfer of PBT staff.
"Currently, the appointment of the PBT workforce is done by the PBT itself and because of that we find the career development for PBT employees is limited, likewise promotion.
"These do not help to motivate workers and the implication is the workers' productivity cannot be improved. Hence, the need for the setting up of the PBT Service Commission," he added.
