Police believe the incident during the match between Malaysia and Saudi Arabia at Shah Alam Stadium Tuesday night was pre-planned by a group of local supporters said Inspector-General of Police (IGP) Tan Sri Khalid Abu Bakar.
Therefore, he said police would be discussing with the stadium management to tighten security, including the entry process of football fans.
He said so far 11 people had been detained and police are looking for others who could have been involved.
The 2018 World Cup/2019 Asian Cup Qualifying match between the two teams was called off by referee Liu Kwok Man of Hong Kong in the 88th minute after a handful of fans, believed to be 'Ultras Malaya' threw flares, smoke bombs and firecracker onto the pitch.
He was speaking at a press conference after a Jasa Pahlawan Negara award presentation ceremony here Wednesday.
A total of 136 recipients who served during the emergency period received the award in conjunction with the 77th birthday of Penang Governor Tun Abdul Rahman Abbas at Dewan Sri Pinang here.
