Bangladesh panel blames owner for disaster

The head of an official inquiry into last month's collapse of a Bangladesh factory complex said Wednesday the building's owner was the main culprit because he violated building codes.
"He (Rana Plaza owner Sohel Rana) is the main culprit and because of him 1,127 people have died," said Main Uddin Khandaker, chief of the government inquiry into the April 24 disaster.
"He defied building codes in constructing the building and then became a victim of his own transgression," added Khandaker.
