Defence Minister Datuk Seri Hishammuddin Tun Hussein today said that expenditures for the 11th Malaysia Plan (11MP) should be based on capabilities and existing needs.
Hishammuddin said, it is pointless for the government to discuss a matter, if it cannot afford it as this could lead to problems later.
"Whatever it is, we must be precise and it should be related to the threats we will be facing.
"And the threats today may be different from those which we have faced before ... such as the Islamic State (IS), among others,“ Hishammuddin told reporters at the Parliament lobby, Wednesday.
He also said there is no use if the country has advanced assets but threats received are basic defence threats.

He was commenting on the provisions of 11MP for the defence sector, in which he emphasised three principles which constitute capability, level of threat and stakeholders.
"The time for us to acquire assets with without thinking about the three basic things has passed under my leadership in this ministry," said Hishammuddin.
In addition, he also hoped that all the targets will be adjusted based on what will be announced by Prime Minister Datuk Seri Najib Tun Razak.
Najib, who is also Finance Minister, will present the 11MP tomorrow in Parliament at 11.30am.
The tabling at Parliament will decide the country's direction for the next five years.
