In a move to give stronger voice and representation to Sabah and Sarawak leaders, PKR will appoint at least one leader from the two states to the position of the party's vice-president.

This was decided at the party's special national congress on Sunday.

The constitutional changes was presented by PKR secretary-general Datuk Saifuddin Nasution and approved unanimously by 885 delegates who attended the congress which was held in Shah Alam.

With the changes to the constitution, PKR Sabah and Sarawak chiefs will also automatically become members of the party’s political bureau.

“PKR’s president has the power to appoint three vice-presidents apart from the four who contested. Of the three to be appointed, under the new constitution, the president must appoint one from Sabah and Sarawak,” Saifuddin explained.

The special congress was held to present and approve of several changes to the party’s constitution as a move to meet new political demands.

Other changes include seeking to achieve up to 30 per cent of women in party's decision making.

Meanwhile, when asked about the status of de facto leader Datuk Seri Anwar Ibrahim, Saifuddin said it is not part of the constitution changes.

“This was discussed since the 2007 party congress in Seremban. Anwar was appointed as the de facto leader since then. It is an open ended decision and not something for three or five years.”

“As a symbol of struggle and for the birth of the Keadilan party, the members felt that his position in the party should not be filled by contest,” he said.

Currently, the position of a de facto leader does not exist in the party constitution. Under the constitution, party president is the top party official and is responsible for party affairs.

Earlier, a party delegate had suggested that Anwar to take over the position of party president based on his contributions and sacrifices for the party.

“This is the best time for Anwar to take over the party reins and lead PKR as the party’s number one leader,’’ said PKR Selangor secretary-general Amiruddin Shari when debating party constitution changes.

However, Anwar when met by reporters after the end of the congress said he is waiting for approval from the Registrar of Societies (Ros) on changes to the party constitution before making any decision on the position of party president.

The special congress is the party’s fourth time in amending constitution where the last time it made changes was in 2010 which decided for direct voting where each member will be allowed to cast one vote.
