Womens ministry failed to organize NGOs properly
The Auditor-General’s report has found that the Ministry of Women, Family and Community is not allocating funds to nongovernmental organizations (NGO) in 2012.
The report summarizes that the ministry did not comply with grant distribution methods, and were funds are allocated to NGOs before the grant contract has been signed.
The report also stated that the NGOs which received the grants did not comply with certain provisions in the contract, and did not comply with the Department of Social Welfare’s ( JKM) guidelines.
Meanwhile, the report also highlighted the issue of surplus grant funds which was not used by the NGOs were not collected back as stated in the contract.
The surplus that was not spent or returned to the government since December 2010 is RM2.07 million.
It involves grants from 2010 and 2011 to 57 NGOs.
JKM has sent a reminder to the Ngo’s and have managed to collect back RM748,136.96 as of 29 April 2013.
The report suggest that ministries and it’s agencies should improve NGO monitoring to ensure that they comply with all the conditions of the grant and will not misuse the funds. The report also suggest that any NGos who fail to comply with the requirements to be penalized.
